The firm’s principal, Jeffrey G. Harvey, Ph.D., has worked for more than 30 years in California, with expertise in requirements of CEQA and NEPA. He manages teams of scientists, engineers, and economists for preparation of CEQA and NEPA documents and permitting for local, State, and federal government agencies, and private developers. Special emphasis is placed on development of economically sound mitigation strategies, active coordination with agency staff and government decision-makers, and effective public involvement and public testimony. He has organized and managed the preparation of more than 300 EIRs, EISs and environmental assessments, and special resource analyses for a variety of projects including water supply, power generation and electric transmission, public infrastructure, resource management, mining and mine reclamation, and land development.

Harvey Consulting Group, LLC (HCG) was established in 2005 to provide environmental compliance and support services to public and private sector clients throughout California. We are a small specialized consulting firm focused on California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance and related permitting and implementation for water, power, mining, and related infrastructure projects.
Rather than maintain a large fixed staff, we tailor our services and selection of professional team members specifically to a client’s needs, type, and location of project and/or services. This has been a highly successful strategy for meeting the needs of variable on-call services assignments, and for large, complex, and/or controversial projects that require specialized and more senior expertise.
